About this opportunity
The Borough of Tyrone in Blair County, Pennsylvania is soliciting sealed bids for the Northwood Water Main Replacement project, a water infrastructure construction contract. The procurement involves the installation of approximately 3 miles of new water distribution mains ranging from 4 to 14 inches in diameter, along with service laterals, valves, fire hydrants, pressure reducing valve vaults, and associated infrastructure improvements primarily along Meade Street with connections to Hancock Street, Stewart Street, and other tributary streets in Snyder Township. Deliverables include approximately 3,100 linear feet of 6-inch ductile iron water main, 332 linear feet of 4-inch ductile iron water main, copper service laterals, service line assemblies, gate valves, air/vacuum release valves, blow-off assemblies, excavation and backfill operations, roadway restoration in both paved and unpaved areas, concrete curb replacement, and erosion and sedimentation control measures, with all work requiring coordination with existing water infrastructure and utility companies. Bidders must register and submit sealed bids online through PennBid.bonfirehub.com by 10:00 AM on Wednesday, April 8, 2026, with a voluntary pre-bid meeting scheduled for Thursday, March 18, 2026, at 10:00 AM at the Tyrone Borough Building located at 1100 Logan Avenue, Tyrone, PA 16686. Required qualifications include the submission of a certified check or bid bond equal to 10 percent of the total bid amount issued by a surety licensed in Pennsylvania, and the successful bidder must furnish performance and payment bonds equal to 100 percent of the contract price and achieve substantial completion within 120 calendar days of the Notice to Proceed. The contract is subject to the Pennsylvania Prevailing Wage Act, Federal OSHA requirements, Pennsylvania Act 229 of 2002, the Pennsylvania One Call Act (Act 287 of 1974), the Pennsylvania Human Relations Act, and non-discrimination in employment and contract compliance regulations. Payment will be made on a unit price basis with progress payments at 75 percent upon completion and testing of pipe installations, 15 percent upon testing and acceptance, and 10 percent upon completion of restoration, with liquidated damages assessed at $350 per day for delays in achieving substantial completion and $200 per day thereafter until final completion.
No specific set-aside designations for disadvantaged enterprises or restrictions on organization types are explicitly identified in the procurement documents, though all bidders must comply with prevailing wage requirements and employment verification regulations under the Pennsylvania Public Works Employment Verification Act, which mandates that all employees hired after January 1, 2013 be verified through the federal E-Verify Program. All contractors and subcontractors must certify compliance with the Worker's Compensation Act of 1915 of the Commonwealth of Pennsylvania and provide a Non-Collusion Affidavit executed by the firm member, officer, or employee responsible for final pricing decisions, confirming that bid prices were developed independently without consultation or agreement with other bidders. The project documents were prepared by RETTEW Associates, Inc., and require integration with existing water infrastructure and coordination with PennDOT and local agencies. No incumbent vendor or current contractor is identified in the solicitation materials. The specific award value or budget range for this contract is not disclosed in the available documentation; however, the project scope indicates a substantial infrastructure investment involving multiple miles of water main installation and associated site restoration work.
