About this opportunity

The Unified Government of Athens-Clarke County Public Utilities Department is requesting proposals for replacement of controls and pumps at the Northwest Booster Pump Station under RFP #26043, with proposals due July 2, 2026 at 12:00 p.m. ET and a mandatory site visit on June 3, 2026 at 10:00 a.m. EST.

The scope encompasses removal of two split case pumps, two motors, suction and discharge piping components, and the existing control panel; installation of a Grundfos HydroMPC Skid provided by Goforth Williamson, Inc., along with pipe fittings, flanges, and gasket kits; formation and pouring of a concrete base; installation of a control panel and 8-inch flow meter; equipment verification and vendor startup; and site cleanup. The station is located at 1100 Tallassee Road, Athens, Georgia 30606.

The estimated project budget ranges from $300,000 to $400,000. Any bid exceeding $50,000 requires a performance and payment bond for 100 percent of job value. Proposals remain valid until October 2026. Contractors must comply with Georgia's E-Verify requirements and the Georgia Security and Immigration Compliance Act; maintain workers' compensation, general liability, automobile liability, and excess liability insurance with specified minimum coverage amounts; and submit a completed bid price sheet detailing equipment, installation, warranty, and professional services costs.

Evaluation uses a past performance, technical, and price trade-off model weighting references and past performance (0–15 points), public sector service experience (10–20 points), qualifications of assigned staff (10–20 points), understanding of requirements (0–15 points), and cost or price (0–30 points) approximately equally between past performance / technical factors and price. The contract may be awarded to a single vendor or multiple vendors based on lowest aggregate cost. Questions are due June 18, 2026. Technical inquiries should be directed to William Cottrell, Water Treatment Superintendent; general procurement contact is Toro Holt.
