About this opportunity

The Mayor and Commissioners of Emmitsburg, Maryland are seeking sealed bids from qualified contractors for a comprehensive infrastructure improvement project on North Seton Avenue. The procurement involves multiple critical infrastructure components, including the replacement of approximately 1,900 feet of 8-inch ductile iron water line, fire hydrants, copper water services, storm drain systems, and stormwater management infrastructure. Additional project scope includes curb and gutter asphalt milling, asphalt paving, concrete sidewalk installation, and site restoration landscaping. Interested bidders are required to attend a pre-bid meeting on Wednesday, July 16, 2025, at 10:30 a.m. at the Town Office, with a non-mandatory site visit following the meeting. The bid submission deadline is Monday, August 18, 2025, at 3:00 PM, with bids to be opened publicly via Zoom meeting platform. Potential bidders must submit questions by Monday, August 11, 2025, at 9:00 a.m., directed to Madeline Shaw and Sabrina King, with responses to be published as official Addendums on the Town website.

While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the documentation, the procurement appears to be open to qualified contractors capable of executing the comprehensive infrastructure replacement project. The contract covers Frederick County and specifically targets the Edgemont Community Development Partition (CDP) area. Bidders will need to demonstrate technical capabilities in municipal infrastructure replacement, including water line installation, stormwater management, and urban landscape restoration. No incumbent vendor information or specific budget range is provided in the current documentation. Contractors interested in responding should carefully review the complete bid documents available through the Town of Emmitsburg and be prepared to meet the technical specifications for a multi-faceted urban infrastructure improvement project.
