About this opportunity
The City of Lubbock is requesting proposals for landscape maintenance services at the North Point Public Improvement District, with proposals due August 27, 2026 at 3:00 p.m., and a pre-proposal meeting scheduled for August 18, 2026 at 11:00 a.m. via Zoom teleconference.
The scope encompasses comprehensive grounds maintenance across all turf and landscaped areas in the right-of-way, including mowing (29 budgeted cycles per calendar year), shredding (14 budgeted cycles per calendar year), edging, trimming, tree maintenance, irrigation system operation and maintenance, shrub and plant care, seasonal flower planting and maintenance, gravel area upkeep, hardscape cleaning, lighting maintenance, and holiday lighting installation and removal. The City reserves the right to add or remove service areas and modify maintenance frequencies during the contract term, with pricing adjustments made using unit pricing methodology.
The contract term is one year with four optional one-year renewal periods, beginning upon formal City approval. Pricing is guaranteed for six months upon City approval, after which rates may be adjusted based on Consumer Price Index (CPI) or Producer Price Index (PPI) changes, or upon contractor-provided documentation of actual material and labor cost increases, subject to City discretion. Additional mowing and shredding cycles beyond the budgeted amounts are billed as extra work.
Contractors must maintain comprehensive insurance coverage including $1 million commercial general liability, $1 million commercial auto liability, and statutory workers' compensation with employer's liability limits of $1 million. Evaluation allocates 30 points to price, 50 points to qualifications and experience (including references and business questionnaire), and 20 points to project approach and management methodology. Requests for clarification must be submitted in writing no later than five calendar days before the proposal deadline. Proposals must be submitted electronically through the Bonfire portal or in person to the City's Purchasing and Contract Management Department.
