About this opportunity

The City of Phoenix is requesting qualifications for Construction Manager at Risk (CMAR) preconstruction and construction services for the North Gateway Water Reclamation Plant project, with Statements of Qualifications due by 2:00 pm on September 18, 2026, and a mandatory pre-submittal meeting on September 2, 2026, at 10:00 am.

The project, located at 30101 N Black Canyon Highway, involves designing and constructing a water reclamation facility to produce Class A+ non-potable reclaimed water and potable water through advanced purification processes, with capacity to treat up to eight million gallons per day. Scope includes screening, pumping, primary and secondary treatment processes, advanced purification systems, storage and conveyance facilities, chemical storage, administration buildings, and related infrastructure. Construction costs are anticipated to reach or exceed $400 million. The CMAR will begin in an agency support role during preconstruction, then assume risk through a Guaranteed Maximum Price (GMP) contract for construction delivery. The GMP must be submitted in Maricopa Association of Governments (MAG) or Construction Specifications Institute (CSI) format.

The project is partially funded by the U.S. Bureau of Reclamation and is subject to federal regulations including Davis-Bacon Act prevailing wage requirements, Build America Buy America Act (BABA), American Iron and Steel (AIS) requirements, federal lobbying restrictions, and debarment certification. CMARs must hold appropriate Arizona contractor licenses, provide current Experience Modification Rate (EMR) information, obtain surety bonding capacity certification, and maintain all project records electronically using UNIFIER project management software. Small Business Enterprise (SBE) participation goals and local participation goals apply; no established dollar goal is specified, but the City strongly encourages voluntary subcontracting with small businesses to perform commercially useful functions. The Contractor must submit an Open Ended Performance Plan (OEPP) annually detailing strategies and projected dollar amounts for small business subcontracting work.

This is a two-step procurement: up to three finalists will advance to the Request for Proposal phase in October 2026, with selection notification in November 2026 and a scope meeting in December 2026. SOQs are limited to 10 pages maximum plus up to 10 pages of resumes (font size minimum 10 point, 8" x 11" page size). Three references from past clients performing similar services must be submitted separately by 12:00 pm on September 18, 2026, to soq.referencechecks@phoenix.gov; reference checks are scored on a 4-point scale across seven criteria for up to 21 points total in the evaluation. Submissions are made through the City's Procurement Portal at https://procurement.opengov.com/portal/phoenix.
