About this opportunity
The Iowa Department of Administrative Services (DAS) is issuing a Request for Proposals (RFP) for professional design services to remove and replace existing Air Handler Units (AHU) and exterior condensing coils in Living Units A and B at the North Central Correctional Facility located in Hancock County. The scope of work includes modifications to ductwork, plumbing, and electrical systems, as well as potential site work for new equipment pads. Qualified design firms must have a licensed engineer, landscape architect, or architect per Iowa Code Chapter 26 to prepare plans and specifications and must provide a minimum of ten site visits throughout the project phases including design evaluation, review meetings, pre-bid meetings, construction observation, and final completion activities. Deliverables include design documents at 50%, 95%, and 100% completion stages, with final construction documents due by April 29, 2026. The critical submission deadline for proposals is February 13, 2026, at 2:00 p.m. through the Iowa IMPACS Electronic Procurement System, with questions due by February 6, 2026, at 2:00 p.m. and a non-mandatory pre-proposal conference scheduled for February 4, 2026, at 11:45 a.m. The project schedule includes contract execution the week of February 16, 2026, design kick-off the week of February 23, 2026, contractor bidding in May 2026, and construction from June through October 2026. Proposals must not exceed thirty pages (excluding dividers, cover pages, and resumes) with a maximum file size of 10 MB and must include qualifications, team composition with resumes, cost proposals with lump sum pricing and unit prices per construction inspection visit, software capabilities, and relevant experience with the State of Iowa.
Companies certified as Targeted Small Businesses are encouraged to apply, and no specific incumbent vendors or current contractors are referenced in the procurement documents. Professional liability insurance of $2 million is required for the selected firm. The RFP requests lump sum pricing inclusive of all reimbursable expenses such as printing, mileage, and travel costs, with the fee proposal broken down by service phase: Design Development Documents, Construction Documents, Bidding or Negotiation Assistance, and Construction Phase. Hourly rates and anticipated hours by position for all assigned personnel, including subconsultants, must be provided as part of the cost submission. The contract will be based on a modified ConsensusDOC 803 form, and proposal terms remain firm for 120 days following the submission deadline. No specific budget range or award value is disclosed in the procurement documentation.
