All proposals must include either a cash deposit or certified check equal to five percent of the bid amount, or a bid bond of five percent from a North Carolina-licensed surety company, with performance and payment bonds equal to 100 percent of the contract price required upon award.
All bidders must complete and submit the Identification of Minority Business Participation form with either Affidavit A or Affidavit B, with failure to complete these forms constituting grounds for bid rejection. Payment will be structured at 95 percent of monthly estimates, with final payment upon completion and acceptance of work. Bids may not be withdrawn for 30 days following the scheduled closing time. The owner reserves the right to reject any or all bids and waive informalities in the procurement process.
