About this opportunity

The North Carolina Department of Public Safety is procuring labor, material, and equipment for Phase II of the fire alarm system replacement project at Nash Correctional Institution (SCO #22-24604-01B), located at 2869 US 64 Alt, Nashville, NC 27856. This sealed bid procurement seeks a single prime contract on a lump sum basis, with proposals due by 2:00 PM on May 21, 2026, submitted to the Department of Public Safety Central Engineering office (Attn: Medhanie Arbed, Door #4, 2020 Yonkers Road, Raleigh, NC) or mailed to 4216 Mail Service Center, Raleigh, NC 27699-4216. Bidders must attend a mandatory pre-bid meeting on May 5, 2026, at 10:00 AM at Nash Correctional Institution, with failure to attend resulting in automatic disqualification. General contractors must hold an Intermediate or Unlimited license classification under North Carolina General Contractors Licensing Board requirements, with limited exceptions for trades under GS 87-Arts 2 and 4. Complete plans and specifications are available for inspection at the Department of Public Safety Central Engineering office and online plan rooms (isqft.com, dodge.construction.com, bidclerk.com), as well as The Institute Minority Plan Rooms in Durham, NC, and may be obtained by qualified prime bidders upon a $150.00 deposit. Bidders must submit a bid deposit equal to five percent (5%) of the proposal amount as cash, certified check, or bid bond from a North Carolina-licensed surety company.

Bidders are required to submit the Identification of Minority Business Participation form and either Affidavit A or B with their proposals, with failure to complete these forms resulting in automatic bid rejection per GS 143-128.2c. Upon contract award, a performance bond and payment bond each equal to one hundred percent (100%) of the contract price will be required. Payment will be made based on ninety-five percent (95%) of monthly estimates with final payment upon completion and acceptance of work. No bid may be withdrawn for 60 days after the scheduled closing time, and the owner reserves the right to reject any or all bids and waive informalities. The Notice to Bidders document does not specify an explicit budget range or anticipated award value; however, the contractor should anticipate bonding requirements equal to 100 percent of the contract price and a bid deposit of 5 percent of the proposal amount.
