About this opportunity

The North Carolina Department of Natural and Cultural Resources is requesting sealed bids on repairs to the Roanoke Island Festival Park Marsh Walkway under a lump-sum General Construction contract, with bids due August 4, 2026 at 2:00 p.m. at the Raleigh office and a non-mandatory pre-bid meeting scheduled for July 22, 2026 at 2:00 p.m. at the park in Manteo.

General contractors must hold a Building - Unlimited license classification under North Carolina General Statutes Chapter 87, Article 1. All bidders must submit the Identification of Minority Business Participation form with either Affidavit A or Affidavit B; failure to complete these forms constitutes grounds for bid rejection.

The scope includes approximately 500 linear feet of boardwalk with wood decking and structure replacement using plastic lumber decking and new wood lumber support structure; approximately 900 linear feet of existing boardwalk with wood decking and joist hangers replaced by plastic lumber decking and new stainless steel joist hangers; repairs to a floating dock involving hardware, dock floats, and decking; and refurbishment of existing wood benches with new plastic lumber seats.

Bidders must submit a 5% bid security as a cash deposit, certified check, or bid bond. Performance and payment bonds equivalent to 100% of the contract price are required. Payment will be made at 95% of monthly estimates, with final payment upon completion and acceptance. Bids may not be withdrawn for 60 days after the scheduled closing time.

Plans and specifications are available from Bowman Murray Hemingway Architects for a $100 deposit (refundable if documents are returned within ten days after the bid date) or as a no-cost PDF by emailing bowers@bmharch.com. Questions are due by July 30, 2026. The owner reserves the right to reject any or all bids and waive informalities.
