About this opportunity

The North Carolina Department of Military and Veterans Affairs is requesting sealed bids for construction improvements at Western Carolina State Veterans Cemetery (SCO# 24-29071-01E), with proposals due August 20, 2026 at 3:00 p.m. and a pre-bid meeting and site visit scheduled for July 28, 2026 at 10:00 a.m. at the cemetery location in Black Mountain, North Carolina.

The scope includes installation of new columbarium niches, associated site improvements, and other work as detailed in the contract documents. Work is performed at 962 Old US Hwy 70, Black Mountain, NC 28711. General contractors must hold unlimited General classification under North Carolina General Statutes Chapter 87, Article 1. Bidders must submit the Identification of Minority Business Participation form and applicable affidavit; failure to complete these forms is grounds for bid rejection.

This is a single prime contract on a lump sum basis. A 5% bid deposit (cash, certified check, or bid bond executed by a North Carolina-licensed surety) is required with each proposal. Performance and payment bonds equal to 100% of the contract price will be required post-award. Payment will be made at 95% of monthly estimates with final payment upon completion and acceptance.

Complete plans and specifications are available for inspection at RND Architects offices and multiple plan rooms in North Carolina and Georgia. Qualified prime bidders may obtain hard copies upon a $250 deposit, refundable if documents are returned within ten days of the bid date. Electronic PDF files are available free by contacting Jennifer MacDonald at RND Architects. Questions are due prior to the pre-bid meeting on July 28. No bid may be withdrawn after the closing time for 60 days. The owner reserves the right to reject any or all bids and waive informalities.
