About this opportunity

The North Carolina Department of Adult Correction is requesting sealed bids for the complete replacement of fire alarm systems in Dormitories D, E, F, and G at the North Carolina Correctional Institution for Women (NCCIW), located at 1034 Bragg Street, Raleigh, with bids due November 19, 2026 at 2:00 p.m. Attendance at a mandatory pre-bid meeting on November 4, 2026 at 9:00 a.m. at NCCIW's Administration Building Conference Room is required; failure to attend disqualifies bidders.

The scope is replacement of obsolete conventional fire alarm systems installed in 1994 with new addressable fire alarm systems across four dormitories. Design and administration will be performed by the Division of Engineering, Construction & Maintenance (DECM). Bids will be received on a single prime contract, lump-sum basis.

All general contractors must hold North Carolina General Statutes Chapter 87, Article 1 licensing classification for Intermediate or Unlimited, except where specialty trades on public buildings are performed and general construction does not exceed 25% of total construction value. A bid deposit equal to not less than 5% of the proposal amount must accompany each proposal as cash, certified check, or bid bond from a North Carolina-licensed surety company. Successful bidders must execute performance and payment bonds equal to 100% of the contract price.

Payment will be made at 95% of monthly estimates with final payment upon completion and acceptance of work. Bids may not be withdrawn for 30 days following bid opening. Complete plans and specifications are available for inspection at the DECM office, Associated General Contractors offices in Durham and Charlotte, and online plan rooms; qualified prime bidders may obtain documents upon deposit of $150.00. Sealed proposals must be received at DECM (Attn: Esh Movahed, PE), 2020 Yonkers Road, Raleigh, NC, or mailed to 4216 Mail Service Center, Raleigh, NC 27699-4216. Contact: (919) 716-3400.

Opportunity text

NCCIW: Dormitories D, E, F & G Fire Alarm Replacement The existing conventional fire alarm systems in dormitories D, E, F, and G were installed in 1994 and are now obsolete. Because these systems have reached the end of their lifespan, it is recommended that they be entirely replaced with new addressable fire alarm systems. All design and administration will be performed by the Division of Engineering, Construction & Maintenance (DECM).
