About this opportunity
The North Carolina Department of Adult Correction's Division of Facilities, Engineering, and Construction Management is soliciting sealed proposals for the Tabor Correctional Institution Fire Alarm Replacement project (SCO # 25-29801-01A) located at 4600 Swamp Fox Highway West, Tabor City, NC 28463. This construction procurement seeks qualified prime contractors to furnish all labor, material, and equipment necessary to replace the fire alarm system at the facility. Sealed proposals must be received by 10:30 AM on June 3, 2026, at which time bids will be publicly opened and read. A mandatory pre-bid meeting is scheduled for May 14, 2026, at 10:30 AM at the Tabor Correctional Institution facility, with failure to attend disqualifying bidders from proposal submission. Complete plans, specifications, and contract documents are available for inspection at the North Carolina Department of Adult Correction offices and multiple online plan rooms (isqft.com, dodge.construction.com, bidclerk.com), as well as minority plan rooms in Durham, Charlotte, and Greenville. Prime contractors may obtain full documents upon deposit of $150.00 in cash or certified check, with full refunds provided upon return of documents in good condition within ten days after the bid date. Required qualifications include General Contractor licensure classification of either Intermediate or Unlimited under the NC General Contractors Licensing Board; however, contractors licensed under plumbing, mechanical, and electrical classifications may bid as single prime contractors if general construction does not exceed 25% of total construction value.
Bidders must submit a cash deposit or certified check equal to not less than five percent (5%) of the proposal amount, or alternatively submit a bid bond executed by a North Carolina-licensed surety company, with performance and payment bonds equal to 100% of the contract price required upon award. The project will be awarded as a single prime contract on a lump sum basis, with payment made at 95% of monthly estimates and final payment upon completion and acceptance of work. Bidders are required to complete the Identification of Minority Business Participation form and submit either Affidavit A or B as applicable; failure to complete these forms constitutes grounds for bid rejection per G.S. 143-128.2c, indicating this procurement includes minority business enterprise participation requirements. No bids may be withdrawn after the scheduled closing time for a period of 60 days, and the owner reserves the right to reject any or all bids and waive informalities. The Notice to Bidders does not specify an explicit budget range or award value; however, the five percent bid deposit requirement and bonding provisions indicate a significant construction project requiring substantial financial capacity from prospective bidders.
