About this opportunity
The North Carolina Department of Adult Correction is conducting a re-bid for construction of a 1,200 square foot gatehouse at Sampson Correctional Institution in Clinton, North Carolina. The project encompasses design and construction of a visitor check-in area, control room, toilet room, and armory room featuring wood frame construction with brick veneer on a slab-on-grade foundation, wood prefab truss roof with asphalt shingles, and integrated structural, mechanical, electrical, and plumbing systems, along with civil work, utility connections, security fencing, concrete work, masonry, and security doors and windows. An additive alternate includes EV charging infrastructure with two charging spaces. Bidders must hold an Unlimited general contractors license classification under North Carolina General Statutes Chapter 87, with limited exceptions for single-trade contractors on projects where general construction does not exceed 25% of total construction value. Sealed proposals must be submitted as a single lump sum bid to the NCDAC Central Engineering office at 2020 Yonkers Road, Raleigh, or by mail to 4216 Mail Service Center, Raleigh, NC 27699-4216, with a mandatory pre-bid meeting scheduled for May 14, 2026 at 11:00 AM at Sampson Correctional Institution, 421 NW Boulevard, Clinton, North Carolina (failure to attend results in bid disqualification). The proposal deadline is May 21, 2026 at 1:00 PM, and bids may not be withdrawn for 60 days after the scheduled closing time.
Bidders must submit a 5% bid deposit via cash, certified check, or bid bond and are required to complete and submit the Identification of Minority Business Participation form with either Affidavit A or B, with failure to do so resulting in bid rejection. The successful bidder will be required to provide performance and payment bonds equal to 100% of the contract price. Payment will be made monthly at 95% of estimates with final payment upon project completion and acceptance. Complete plans, specifications, and contract documents are available for inspection through NCDAC Central Engineering and multiple online plan rooms including isqft.com, dodge.construction.com, and bidclerk.com. The project manager is Daniel Shane Godwin, reachable at 919-324-1292 or Daniel.godwin@dac.nc.gov. No specific budget range or award value is disclosed in the procurement documents.
