About this opportunity

The City of Rocky Mount, North Carolina is requesting proposals for installation of one replacement hydraulic cylinder on the North Bascule Gate at the Tar River Water Supply Reservoir Dam, with proposals due October 19, 2026 at 3:00 PM ET. A local preference policy allows eligible local bidders to match prices within five percent or $25,000 (whichever is less) of the lowest non-local bidder's price under North Carolina General Statute Section 143-131.

The scope involves complete installation labor, supervision, equipment, tools, rigging, lifting devices, jacks, materials, transportation, and incidentals. The replacement hydraulic cylinder and associated pins are city-procured and will be delivered to the site. One of three existing cylinders failed mechanically in September 2025; the gate was secured with temporary stiff-knee supports pending this installation. Contractors must conduct a mandatory site visit before bidding to assess site conditions, access limitations, and project requirements; visits are coordinated through Fantashia Dickens at Fantashia.Dickens@rockymountnc.gov. The contractor assumes sole responsibility for site safety, must develop a site-specific safety plan, and must comply with OSHA and all applicable federal, state, and local safety regulations. A minimum of 72 hours' advance notice is required before requesting reservoir drawdown operations.

Proposals must include a lump-sum price covering all installation costs; pricing is subject to negotiation and potential adjustment based on the Consumer Price Index after the first year. Vendors must demonstrate experience with public or private sector clients of similar or greater size and complexity to Rocky Mount and provide at least three professional references for comparable projects. Payment is NET 30 upon monthly invoice submission to the City's Accounts Payable office. Written questions are due October 8, 2026 at 3:00 PM ET, with City responses due October 13, 2026. All vendors must register with the City, submit a W-9 and E-Verify Affidavit, and comply with the City's General Terms and Conditions. The contractor must begin work within a specified number of calendar days of Notice to Proceed and achieve final completion by a date to be determined, subject to testing and commissioning requirements.
