About this opportunity
The California Department of Corrections and Rehabilitation (CDCR), Contracts Management Branch, is requesting bids for non-hazardous garbage collection, removal, and disposal services with recycling diversion at the Eel River Conservation Camp (CC #31) in Humboldt County under IFB C5613659-D, with bids due September 22, 2026 at 11:00 a.m. and public bid opening on September 23 at 2:00 p.m. Certified small businesses and micro-businesses are encouraged to apply; a 5 percent preference is available for certified small/micro businesses and a separate 5 percent preference for non-small businesses utilizing 25 percent or more certified small/micro business subcontractors (neither preference to exceed $50,000). A Disabled Veteran Business Enterprise (DVBE) incentive of 1 to 5 percent applies to responsive bids from responsible bidders with DVBE participation, subject to a maximum incentive of $500,000.
The scope is weekly pickup and disposal of non-hazardous garbage from one 20 cubic yard container with rollable steel wheels at the facility's bus barn, with mandatory diversion of recyclable materials from landfill disposal under Senate Bill 1016. The contractor must submit detailed monthly reports by the 15th of each month and annual reports by January 15th documenting tonnages by material type. Bidders submit rates on Exhibit B-1 (the Rate Sheet) on a per-container-per-pickup basis regardless of volume, with a 25 percent contingency line item for additional as-needed services.
The contract term runs from the anticipated commencement date through March 31, 2029, with potential extension if evaluated in the IFB. Award goes to the lowest responsive and responsible bidder. Bidders must hold a valid California Department of Motor Vehicles Motor Carrier Permit, maintain current business licensing, provide proof of workers' compensation insurance where applicable, and comply with Darfur Contracting Act and Civil Rights Laws certifications. CDCR reserves the right to terminate with 30 days written notice, reject any and all bids, and adjust participating locations or service frequencies during the contract term.
