Non-Hazardous Garbage Collection Removal & Disposal Services
The California Department of Corrections and Rehabilitation (CDCR), Contracts Management Branch, is requesting bids for non-hazardous garbage collection, removal, and disposal services at Eel River Conservation Camp (CC #31) in Humboldt County, with bids due October 27, 2026 at 11:00 AM. Certified Small Business participation is required; a five percent preference applies to certified Small/Micro Businesses not exceeding $50,000, and DVBE participation is encouraged with an incentive of one to five percent (capped at $500,000). The scope includes weekly collection of one 20-cubic-yard rollable steel container (approximately 312 annual pickups from the bus barn location), diversion of recyclable materials from landfill facilities in compliance with Senate Bill 1016, and management of all associated labor, transportation, materials, equipment, permits, and licenses. Containers must feature steel wheels, locking mechanisms, and bear-proof lids. The contractor must obtain and maintain a California Department of Motor Vehicles Motor Carrier Permit and all required business licenses. The contract term runs from the anticipated commencement date through March 31, 2029, with no renewal options. Pricing is established on the Rate Sheet (Exhibit B-1); each participating location's basis of award includes 25 percent of the service rate for additional as-needed services. The contractor compensates for all landfill disposal fees and must submit monthly invoices by the 15th of each month and monthly diversion reports by the 5th of each month, with annual reports due January 15th. Funding is subject to California State Budget Act appropriations; the State reserves the right to terminate with 30 days' written notice or immediately for cause. Questions are due October 16, 2026. A public bid opening follows on October 28, 2026 at 2:00 PM.
