About this opportunity
The Massachusetts Department of Public Health, Bureau of Substance Addiction Services (MDPH-BSAS) has issued a Notice of Intent (NOI) announcing its intention to apply for a federal Substance Abuse and Mental Health Services Administration (SAMHSA) FY 2026 First Responders - Comprehensive Addiction and Recovery Act (FR-CARA) grant, with deadline for interested organizations to submit partnership interest by August 7, 2026 at 4:00 PM.
MDPH-BSAS intends to contract with Seven Hills Behavioral Health and the Lowell Health Department as project partners. The agency is soliciting interest from organizations with equal qualifications to the named partners for partnership consideration. Submissions must be directed to Ryan H. Naismith at ryan.h.naismith@mass.gov with subject line "MA FR-CARA - W27021."
The project scope addresses opioid overdose prevention through evidence-based interventions, expanded access to medications for opioid use disorder (MOUD), strengthened first responder capacity, and improved linkages to treatment and recovery services. Seven Hills Behavioral Health will serve as the community anchor organization, conducting post-overdose outreach, facilitating warm handoff referrals, and providing peer recovery support and case management. The Lowell Health Department will function as the public health and first responder partner, coordinating post-overdose response activities, supporting field-initiated buprenorphine implementation through partnership with Pridestar ambulance, and managing performance data collection. The Lowell Health Department currently administers the Lowell Community Opioid Outreach Program (CO-OP) and brings existing FR-CARA grant experience.
Grant requirements include performance data collection to evaluate program outcomes and enhanced partnerships across service providers. SAMHSA anticipates awarding between 44 and 118 state and local awardees through this funding opportunity. No specific contract value, contract term, or evaluation criteria are stated in the NOI.
