About this opportunity
The Massachusetts Department of Public Health, Bureau of Substance Addiction Services is issuing a Notice of Intent to contract for training and technical assistance supporting a SAMHSA State Pilot Program for Treatment for Pregnant and Postpartum Women, with qualifications due July 10, 2026 at 4:00 p.m.
MDPH/BSAS has identified MassBIRT TTA as its preferred partner but is accepting competing qualifications from organizations with equal qualifications. Interested organizations must submit written qualifications to Ryan Naismith at Ryan.H.Naismith@mass.gov by the deadline.
The contract will support implementation of evidence-based screening, brief intervention, and referral to treatment (SBIRT) services for pregnant and postpartum women and their families across Massachusetts. The selected partner will provide training and technical assistance to DPH and its subrecipients to ensure compliance with federal grant requirements, including universal comprehensive screening, connection to evidence-based intervention, and development of referral pathways for ongoing access to care in non-residential settings. Services will integrate substance use disorder and maternal mental health treatment.
The federal funding is available under SAMHSA's notice of funding opportunity TI-26-014, with up to $1,080,000 annually for three years to one of five selected states nationwide. MassBIRT TTA, the identified preferred partner, has over a decade of experience providing screening and referral training to more than 30,000 healthcare, behavioral health, human service, public health, and education professionals across Massachusetts, with demonstrated success in supporting federal grantees in meeting screening, referral, and access-to-care requirements and established relationships with training infrastructure and federally funded grant expertise.
