About this opportunity
The Massachusetts Department of Public Health, Bureau of Substance Addiction Services, is issuing a Notice of Intent regarding a competitive opportunity to select a participating provider for the State Pilot Program for Treatment for Pregnant and Postpartum Women (PPW-PLT), a federal grant from the Substance Abuse and Mental Health Services Administration (SAMHSA) under notice of funding opportunity TI-26-014, with qualifications due July 10, 2026 at 4:00 PM.
Advocates for Human Potential (AHP) is identified as the intended data collection and reporting partner based on over a decade of experience supporting SAMHSA-funded grants and current partnerships with BSAS supporting over 20 federally funded SAMHSA grants in Massachusetts. The notice invites organizations with equal qualifications to AHP to submit their qualifications as an alternative partner.
The grant supports integrated, evidence-based substance use disorder and maternal mental health services for pregnant and postpartum women and their families in non-residential settings. The primary service is data collection and reporting, requiring collection of client-level data at intake, six months post-intake, 12 months post-intake, and administrative closeout, with all data entered into SAMHSA's Performance Accountability and Reporting System within 30 days of collection. The grant funding also supports comprehensive screening, treatment, recovery supports, and workforce development activities designed to improve maternal and infant health outcomes by addressing co-occurring substance use and mental health conditions.
SAMHSA will award up to five grants nationally, with each grant providing up to $1.08 million over three years. Qualifications and inquiries should be directed to Ryan Naismith at Ryan.H.Naismith@mass.gov.
