About this opportunity

The Massachusetts Department of Public Health Bureau of Family Health and Nutrition is issuing a Notice of Intent to submit a federal grant application to the Health Resources and Services Administration for the Transforming Pediatrics for Early Childhood (TPEC) program, with qualifications from organizations seeking partnership consideration due July 2, 2026 at 4:00 PM.

MDPH intends to contract with TEAM UP Scaling and Sustainability Center as its preferred partner to implement integrated early childhood development services in pediatric primary care practices serving Medicaid and CHIP-enrolled children. Organizations with qualifications equal to TEAM UP may submit written qualifications to Eve Wilder at eve.wilder@mass.gov with subject line "Transforming Pediatrics for Early Childhood Project" to be considered for partnership.

TEAM UP, based at Boston Medical Center, brings a decade of experience in pediatric integrated care practice transformation, current partnerships with 14 Federally Qualified Health Centers in Massachusetts, and expansion into four additional states serving approximately 127,000 children annually. The partner organization will provide technical assistance, practice-based coaching using quality improvement tools, training in early childhood services for children ages 0–5, organizational leadership support, and continuous quality improvement expertise. The partner will also establish an Early Childhood Integration Learning Network to provide capacity-building support to a broader range of practices through virtual resources.

The federal grant opportunity is HRSA-26-104, with HRSA awarding 10 grants nationally for up to $950,000 each over a five-year period. The project aims to place early childhood development experts in local pediatric practices, build staff capacity statewide to deliver team-based early childhood services, and improve administrative policies and financing strategies to sustain these initiatives.
