About this opportunity

The Massachusetts Department of Public Health, Bureau of Family Health and Nutrition, is soliciting qualifications from organizations interested in partnering as the training and technical assistance provider for its federal HRSA Transforming Pediatrics for Early Childhood (TPEC) grant application, with qualifications due July 2, 2026 at 4:00 p.m. The department has announced its intent to apply for HRSA-26-104 funding and intends to partner with the HealthySteps National Office; organizations with equal qualifications may submit in writing to Eve Wilder at eve.wilder@mass.gov to be considered for partnership.

The scope encompasses training and technical assistance delivery to pediatric practices across Massachusetts serving Medicaid and CHIP-enrolled children. The selected partner will deliver a three-day Virtual HealthySteps Institute to onboard participating practices and provide ongoing technical assistance on readiness assessment, hiring, training, implementation planning, team development, model fidelity, electronic medical record integration, data collection, and reporting. The partner will also collaborate with MDPH to deliver early childhood integration resources and capacity-building support through a virtual Early Childhood Integration Learning Network to a broader range of practices. The underlying project places early childhood development experts within participating pediatric practices to deliver team-based, integrated primary care and improve administrative policies and financing strategies to expand and sustain such services.

The federal grant awards up to $950,000 per grant nationally with 10 grants available over a five-year project period. The notice itself does not specify the state contract value, term, or evaluation methodology beyond the announcement that organizations with equal qualifications to HealthySteps National Office are eligible to respond. Submissions should reference "Transforming Pediatrics for Early Childhood Project" in the subject line.
