About this opportunity

The Massachusetts Department of Public Health Bureau of Family Health and Nutrition has issued a Notice of Intent (NOI_W21010) to submit a federal grant application under the Health Resources and Services Administration's Transforming Pediatrics for Early Childhood (TPEC) program, with a deadline for organizations with equal qualifications to express interest in partnership by July 2, 2026 at 4:00 PM.

The scope places early childhood development experts in pediatric practices serving predominantly Medicaid and Children's Health Insurance Program (CHIP) enrolled populations to deliver team-based care to young children and their families. The Department has identified 12 pediatric and family medicine practices across two cohorts as TPEC Implementation Sites: four Cohort 1 practices (Boston Community Pediatrics, Boston Medical Center, Greater Lawrence Family Health Center, and Massachusetts General Hospital-Everett Family Care) and eight Cohort 2 practices (Charles River Community Health, Community Health Center of Franklin County, Greater Roslindale Medical and Dental Center, and five additional Brigham and Women's Hospital and Massachusetts General Brigham affiliated locations).

The HRSA grant will provide up to $950,000 per recipient for five years, with 10 grants available nationally. Cohort 1 practices will continue engagement with established primary care integration models (HealthySteps or TEAM UP for Children) while participating in peer-learning collaboratives and completing quality improvement projects, supported by monthly reflective consultation and quarterly peer-learning sessions. Cohort 2 practices will complete model-specific training on team-based early childhood workflows, implement at least two quality improvement projects, participate in the DPH-led Early Childhood Integration Learning Network, and report annually on core implementation metrics. All selected practices must demonstrate established early childhood workflows, executive-level leadership support, and a patient panel primarily covered by MassHealth.

Submissions expressing interest in partnership should be directed to Eve Wilder at eve.wilder@mass.gov.
