About this opportunity

The Massachusetts Trial Court Office of Court Management issued a Notice of Intent to Award to Mediation Works Inc. for revision and delivery of an online conciliation training program for judges, with competing offers due September 17, 2026 at 3:00 p.m. EST through COMMBUYS. This is a sole-source intent under best-value justification.

MWI will revise an existing online conciliation training curriculum originally designed for volunteer attorneys into a program for District Court Department judges. Deliverables include curriculum review and revision in collaboration with the Educational and Testing Center, modification of PowerPoint materials and website hosting, and delivery of an eight-hour training program conducted over two days online via video conferencing. Each session accommodates a minimum of 12 and maximum of 16 participants and includes multiple program facilitators, two roleplay exercises, and four coaches per roleplay group. The Trial Court's ADR Coordinator will serve as lead trainer and participate in both sessions.

The estimated contract value is approximately $35,000, comprising approximately $1,000 per participant and approximately $3,100 for curriculum revision. The Trial Court intends to conduct the two training sessions during Fiscal Year 2027; specific dates will be determined with MWI.

MWI was competitively procured through a Fiscal Year 2023 RFP and has successfully created, delivered, and maintained the original online conciliation training program for attorneys in FY24, FY25, and FY26. The Trial Court determined that engaging MWI provides best value based on this prior performance and institutional knowledge.

Vendors seeking to submit a competing offer must be registered in COMMBUYS prior to submission. This procurement is governed by Judicial Branch procurement procedures, which differ from Executive Branch regulations.
