About this opportunity
The City of Newport, Oregon is soliciting sealed lump-sum bids for the Northside Pump Station Modifications Project, with a non-mandatory pre-bid conference on November 12, 2026 at 10:00 a.m. at the project site and bids due December 1, 2026 at 2:00 p.m. Bidders must hold a state contractor license and have completed a minimum of two municipal wastewater projects of similar size with at least five years of experience. The project was funded in part by the Oregon State Lottery and administered by the Oregon Business Development Department.
The work includes new screening conveyors adjacent to existing screens, new foul air piping to maintain negative pressure in odor-producing areas and convey air to a new odor control system, demolition and replacement of the existing HVAC and odor control systems, and associated mechanical, electrical, controls, structural, and site improvements. Water piping is tested at 100 PSI with zero leakage allowance, and air piping is tested at 10 PSI. Exposed piping must be painted and insulated, with colors selected by the owner. The facility is located at NW 3rd Street and NW Nye Street in Newport.
Bid security is 10 percent in the form of a bid bond from a qualifying surety. Bidders must provide financial data, previous experience, current commitments, and subcontractor and supplier qualifications. First-tier subcontractors at or above five percent of the total bid, or $15,000 (whichever is greater), or at or above $350,000 regardless of percentage, must be disclosed within two hours after bid opening. Substantial completion is due 270 calendar days after contract commencement, with liquidated damages of $1,500 per day for delay. Bids remain open for 60 days after opening unless the bidder agrees to a longer period. Performance and payment bonds and proof of insurance are required upon award.
Bid documents are available through Oregonbuys.gov, and prospective bidders should register as plan holders. Sealed bids are submitted to the City of Newport Engineering Department at 169 SW Coast Highway, Newport, OR 97365. Keller Associates, Inc., of Bend, Oregon prepared the plans, and City of Newport contact Todd Drage oversees the project. The City reserves the right to reject any or all bids and waive minor informalities not involving price, time, or changes to the work.
