About this opportunity

NYSERDA is requesting proposals for design and build of a new economy-wide carbon pricing evaluation modeling toolkit for New York State, with proposals due November 30, 2026. No set-asides or participation goals apply; all proposals are evaluated exclusively against stated RFP criteria. No recent identical or substantially similar contract exists.

The scope is development of an open-source model to evaluate potential carbon pricing mechanisms, including economy-wide cap-and-invest programs or carbon fees, that will inform future carbon pricing policy and program decisions and provide inputs for secondary analyses covering air quality, jobs, household costs, and electricity sector modeling.

Evaluation criteria are timeline and budget, quality of approach to project tasks and deliverables, expertise and capabilities, past experience, other considerations, and responsiveness to the RFP. Proposers should demonstrate experience developing climate mitigation models and ideally possess familiarity with carbon pricing. Contract value, term, and place of performance are not stated in the solicitation notice. Updates and notices will be posted at www.nyserda.ny.gov/funding-opportunities.
