It also outlines the County's rights to waive informalities, reject any or all bids, and modify the contract after award. Payment terms are Net 30 Days, and the winning vendor must ensure all property taxes owed to Carroll County are current prior to the issuance of a purchase order.

The ITB does not specify any set-aside designations or restrictions on the types of organizations that can respond. It also does not list any incumbent vendors or current contractors, or any existing infrastructure or technology that requires integration. The total budget for this procurement is not disclosed in the available information.
