About this opportunity

The Town of Lake Pleasant in Hamilton County, New York, is seeking a qualified contractor to complete a comprehensive restoration project for the Historic Museum, a significant cultural asset originally erected in 1894. The procurement opportunity focuses on two primary exterior restoration elements: roof replacement and painting, with a strict adherence to preservation and safety standards. The project requires complete removal of the existing steel roof, replacement of any rotted decking, installation of ice and water shields and flashing, and comprehensive exterior painting in compliance with EPA's Lead Renovation, Repair, and Painting Program (RRP) guidelines. Specific painting requirements include HEPA vacuum scraping, spot priming with Zinsser Cover Stain, application of lead encapsulation paint via sprayer, and selective caulking with Phenoseal. The contract is scheduled for bid opening on 7/7/25 at 7:00 p.m., with formal proposals due on 07/11/2025 at 3:00 p.m., and a total contract term of six months. The primary objectives include stabilizing the building's structural integrity, preventing further exterior damage, and protecting the museum's historical exhibits and collections.

No specific service-disabled veteran or disadvantaged business enterprise set-asides are indicated for this contract opportunity. The project will be located at 2885 State Route 8 in Speculator, New York, within Hamilton County. While no specific budget range is explicitly stated, the comprehensive restoration scope suggests a potentially significant investment in preserving this historically important municipal building. The contract appears open to standard commercial contractors with demonstrated expertise in historic building restoration, lead-safe painting practices, and roofing replacement. Contractors will need to demonstrate compliance with EPA guidelines, proficiency in handling lead-based paint, and the ability to work sensitively with a late 19th-century structure. The project's focus on preservation and protection of a cultural asset suggests that technical competence, historical restoration experience, and strict adherence to safety protocols will likely be key evaluation criteria for potential bidders.

Opportunity text

The Town of Lake Pleasant Museum, erected in 1894, is among the oldest buildings in Hamilton County and is one of the town's very few cultural assets. Used originally as the first town hall and then a town library, the building now houses a museum with a unique collection documenting the town's history from before 1812. The exterior of the building is in need of significant upgrades to protect the integrity of the building, and the exhibits housed inside. Proposed Scope Amendment: This portion of the restoration project will include exterior painting of the building including removing peeling paint, priming and painting, caulking as needed, and repairing existing rot and holes in the structure. The roof of the building will also be replaced in kind with a metal roof. To do this, a qualified contractor will be engaged to remove the existing roof, replace any rotted decking and the drip edge, and install ice and water shields and flashing. Outcomes include stabilizing the building and limiting further damage to the exterior while also reducing the potential of damaging the items stored within the museum by replacing the roof. Materials Use: Roof Replacement: The existing steel roof will be replaced with a new steel roof and the gable trim will be replaced where necessary with complementary material. Exterior Painting: Due to the presence of lead-based paint, all work will be done in accordance with the EPA's Lead Renovation, Repair, and Painting Program (RRP) guidelines. Exterior will be scraped using a HEPA vacuum Bare areas will be spot primed using Zinsser Cover Stain - oil base, low VOC One coat of lead encapsulation paint will be applied with a sprayer - Insl-x Lead Block Phenoseal will be used to caulk as needed Business enterprises awarded an identical or substantially similar procurement contract within the past five years: None
