About this opportunity
The Town of Lake Pleasant in Hamilton County, New York is seeking a qualified contractor to complete a comprehensive restoration project for the Historic Museum, a significant cultural asset built in 1894. The procurement opportunity involves two primary scope elements: complete roof replacement and exterior painting, with specific technical requirements for each component. For the roof, the contractor must remove the existing steel roof, replace any rotted decking and drip edge, and install new ice and water shields and flashing with a complementary metal roofing system. The painting scope involves extensive lead-based paint remediation, following EPA's Lead Renovation, Repair, and Painting Program (RRP) guidelines, which includes HEPA vacuuming, spot priming with Zinsser Cover Stain, applying lead encapsulation paint via sprayer, and using Phenoseal for caulking. The primary objectives are to stabilize the building's exterior, prevent further structural damage, and protect the museum's historical exhibits. The contract opportunity (ID: 6852913dcd540e672e0905fa) was posted on June 18, 2025, with bid submissions due by July 11, 2025, at 3:00 PM, and bids will be publicly opened on July 7, 2025, at 7:00 PM. The project is located at 2885 State Route 8, Speculator, NY 12164, with a proposed contract term of six months.
The contract does not include any specific set-aside designations for service-disabled veteran-owned businesses, and there are no listed incumbent vendors or restrictions on business entity participation. No prior awarded contracts for identical or substantially similar procurements were identified in the solicitation. The location is within Hamilton County, which has a FIPS Code of 36041, and the procurement is being conducted by New York State (State ID: 65a95d80d947088ac3098202). While specific budget ranges were not explicitly detailed in the solicitation, the comprehensive nature of the restoration work—involving roof replacement, structural repairs, and lead-based paint remediation—suggests a potentially significant investment in preserving this historic municipal asset. Contractors responding to this opportunity should be prepared to demonstrate expertise in historic building restoration, lead-safe work practices, roofing installation, and exterior painting techniques, with a particular focus on maintaining the architectural integrity of a late 19th-century structure.
Opportunity text
The Town of Lake Pleasant Museum, erected in 1894, is among the oldest buildings in Hamilton County and is one of the town's very few cultural assets. Used originally as the first town hall and then a town library, the building now houses a museum with a unique collection documenting the town's history from before 1812. The exterior of the building is in need of significant upgrades to protect the integrity of the building, and the exhibits housed inside.
Proposed Scope Amendment: This portion of the restoration project will include exterior painting of the building including removing peeling paint, priming and painting, caulking as needed, and repairing existing rot and holes in the structure. The roof of the building will also be replaced in kind with a metal roof. To do this, a qualified contractor will be engaged to remove the existing roof, replace any rotted decking and the drip edge, and install ice and water shields and flashing. Outcomes include stabilizing the building and limiting further damage to the exterior while also reducing the potential of damaging the items stored within the museum by replacing the roof.
Materials Use:
Roof Replacement: The existing steel roof will be replaced with a new steel roof and the gable trim will be replaced where necessary with complementary material.
Exterior Painting: Due to the presence of lead-based paint, all work will be done in accordance with the EPA's Lead Renovation, Repair, and Painting Program (RRP) guidelines.
- Exterior will be scraped using a HEPA vacuum
- Bare areas will be spot primed using Zinsser Cover Stain - oil base, low VOC
- One coat of lead encapsulation paint will be applied with a sprayer - Insl-x Lead Block
- Phenoseal will be used to caulk as needed
