About this opportunity

Colorado Division of Parks and Wildlife is requesting bids on South Campground Paving at St. Vrain State Park under an IFB, with sealed bids due September 10, 2026 at 1:30 p.m. and a non-mandatory pre-bid conference on September 1, 2026 at 9:00 a.m. at the project site. Service Disabled Veteran-Owned Small Business (SDVOSB) entities are eligible for a 5% bid preference with proper documentation.

The project scope encompasses paving the south campground access road and parking loops at 3785 Weld County Road #24.5 in Longmont, Colorado. Base bid work includes road widening and subgrade preparation (10,525 square yards), road base material placement (2,740 tons), 4.5-inch Hot Mix Asphalt pavement installation (2,605 tons), and pavement markings. Five optional parking loop packages (Loops 1–5) are available for individual or combined bidding. All work must comply with Colorado Department of Transportation Standard Specifications for Roads and Bridge Construction and conform to the Buy Clean Colorado Act, which requires Environmental Product Declarations for asphalt and aggregate base course materials meeting specified Global Warming Potential limits. Contractors must obtain independent testing laboratory approval and submit stormwater management plans before construction start.

Construction must commence October 5, 2026 with substantial completion by November 5, 2026 (60 calendar days). Liquidated damages are $228 per calendar day for delays beyond the contract completion date. For proposals exceeding $50,000, a 5% bid bond is required; performance and labor/material bonds at 100% of contract price are required for awards of $150,000 or more. Bidders must certify Colorado labor compliance of at least 80% for projects over $500,000 or provide written justification for non-compliance. Written questions are due September 4, 2026 at 4:00 p.m. Notice of Award is anticipated September 11, 2026. Sales tax is exempt, and contractors are encouraged to enroll in ACH/EFT payment systems. Award will be made to the lowest responsible bidder, with additive alternates evaluated in numeric order within available funds.
