About this opportunity

The New Mexico Department of Public Safety is soliciting sealed proposals for administrative services to establish a contract with a Chief Executive Officer for the New Mexico Law Enforcement Certification Board, with proposals due July 2, 2026. The position is contingent upon successful background investigation, fingerprinting, random drug testing, and requires a valid New Mexico driver's license and current Defensive Driving Certificate within six months of contract execution. A New Mexico or Native American resident preference of up to 100 points applies within the evaluation framework.

The scope encompasses governance and executive leadership of the LECB, database management and technology, reporting and correspondence, policy development and legal compliance, certification oversight, investigations and legal oversight, legal coordination and case management, training and education, and administrative and operational responsibilities. The CEO serves as an at-will, non-classified, Governor-exempt position essential to daily LECB operations and oversight of law enforcement officer and public safety telecommunicator certification and discipline statewide.

Compensation is a flat annual rate for a 12-month period as specified in the Cost Proposal Form, excluding New Mexico Gross Receipts Tax, plus mileage reimbursement at $0.70 per mile and approved travel expenses under the New Mexico Per Diem and Mileage Act. Financial stability is evaluated on a pass/fail basis and requires an Equifax or Experian credit report with a minimum score of 660 or a Dunn & Bradstreet Composite Score of 1 or 2, dated within 90 days of proposal submission.

Evaluation uses a 1,000-point scoring system: organizational experience (200 points), organizational references (75 points), mandatory specifications (350 points), finalist interviews or oral presentations (75 points), cost proposal (300 points), and applicable state or Native American resident preferences (up to 100 points). A non-mandatory pre-proposal conference will be held May 26, 2026, at 11:00 AM MDT via Microsoft Teams. Written questions are due June 2, 2026, at 3:00 PM MDT, with responses posted by June 5. The Evaluation Committee will select up to four finalists for potential interviews. Award is anticipated subject to department and state approval, with a 15-calendar-day protest deadline following notice of award.
