About this opportunity
The Greater Dayton Regional Transit Authority (RTA) is seeking bids for a five-year contract to provide comprehensive new hire background check services. The procurement covers an estimated 600 background checks annually, with a detailed scope of services including Social Security number verification, county and state criminal background checks, multi-state database reports, employment and education verifications, driver's license abstracts, sex offender record checks, and Department of Transportation (DOT) employer checks. Bidders must submit sample reports for each background check type and demonstrate compliance with federal and state regulations. The solicitation was released on December 12, 2024, with questions due by January 9, 2025, and bids due on January 23, 2025, at 10:00 am Eastern time through the OpenGov platform. The contract will be awarded to the lowest responsive and responsible bidder, with vendors required to provide professional references, a Certificate of Good Standing from the Ohio Secretary of State, and evidence of appropriate licensing and certifications.
The contract includes a 0% Disadvantaged Business Enterprise (DBE) participation goal and will be partially funded by the Federal Transit Administration (FTA) and the Ohio Department of Transportation (ODOT). Vendors must comply with equal employment opportunity, civil rights, and environmental protection requirements. While no incumbent vendor is specifically mentioned, the RTA emphasizes the critical nature of thorough background screening to ensure the safety and security of its operations and the communities served. The solicitation documents indicate that the selected vendor will be responsible for timely delivery of accurate reports and maintaining strict privacy standards for individuals being screened. Though a specific budget range is not explicitly stated, the contract covers an estimated 600 background checks per year over a five-year period, suggesting a potentially significant contract value. Bidders must demonstrate capabilities in comprehensive background screening, with a focus on accuracy, timeliness, and compliance with all relevant legal and regulatory requirements.
