About this opportunity

New Florence Borough is seeking sealed bids for the New Florence Park Improvement Project (Contract No. 2025-01) through the PennBid online platform, with bids due on Monday, September 15, 2025, at 10:00 A.M. local time. The project, located in Westmoreland County, Pennsylvania, involves comprehensive park infrastructure rehabilitation, including the construction of 223 square yards of sidewalk, 205 square yards of topsoil work, seeding, mulching, and existing sidewalk demolition. This procurement requires bidders to provide all necessary materials, equipment, supplies, and labor for construction as specified in the contract documents. The project is partially financed through a Greenways, Trails, and Recreation Program grant from the Commonwealth Financing Authority, with additional local funding. Bidders must comply with state anti-bid-rigging regulations, submit a non-collusion affidavit, and provide bid security in accordance with the Instructions to Bidders. All project documentation and solicitation details are available at no cost on the PennBid website, and potential bidders are encouraged to submit questions through the platform's "Clarifications" tab.

Successful bidders will be required to furnish a Performance Bond and Payment Bond, each equal to 100% of the total contract amount, executed by a surety listed in circular 570. The project mandates adherence to minimum salary and wage requirements as outlined in the contract documents. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, bidders must demonstrate compliance with state regulations and provide evidence of required insurance coverage. The project's funding sources include a state grant and local municipal funds, suggesting potential opportunities for local or regional contractors. Although a specific budget range is not disclosed, the comprehensive nature of the park improvement project and the requirement for detailed infrastructure work indicates a substantial contract value. Bidders should carefully review the attached bid package, project manual, and sidewalk bid set to fully understand the project's scope, technical specifications, and submission requirements.
