About this opportunity
The City of Shreveport, Louisiana is requesting bids on one new cross-lake work barge under IFB 26-047, with bids due September 16, 2026 at 2:00 p.m. No prebid conference is scheduled. Inquiries are accepted up to seven working days before bid opening.
The barge must be constructed entirely of aluminum with a 24-foot by 8-foot deck featuring aluminum tread/diamond-plate non-slip marine-grade decking supported by reinforced aluminum structural subframes. Pontoons must be 28-inch diameter marine-grade 5052 aluminum with airtight internal bulkhead spaces. The vessel must include a transom rated for up to 150 horsepower, an offset starboard-side commercial aluminum helm/console with captain's pedestal seat, perimeter hand railings on specified sides, an aluminum hardtop cover over the rear one-third of the deck, and a heavy-duty dual-axle pontoon trailer. Minimum carrying capacity is 4,000 pounds with ability to support a 1,600-pound chemical tote.
The estimated annual expenditure is $85,000. Freight costs must be itemized separately with per-mile delivery quotes based on the full route from the bidder's facility to 2930 Municipal Pier Road, Shreveport, Louisiana 71119. Prices must remain firm for a minimum of 45 days from bid opening; after the first year or guaranteed price date, whichever is longer, the contractor may request price increases limited to documented cost increases, subject to approval by the department head and Purchasing Agent.
Award is made to the lowest responsive and responsible bidder based on quality of performance, timely delivery capability, financial resources, maintenance and parts availability, life cycle costing, delivery timeline, warranty terms, and substantial compliance with specifications. The City reserves the right to renew the resultant contract for four additional one-year increments if mutually agreeable. Bidders must submit an Adjudicated Property Affidavit and a Felony Conviction/E-Verify Affidavit with the lowest responsive bid within 10 days of bid opening.
