About this opportunity

The Dallas Area Rapid Transit Authority (DART) is soliciting bids for the purchase of a new converter with frequency specifications of 5 KVA, 100 HZ, Signals manufactured by Behlman. This procurement opportunity was posted on February 5, 2026, with a submission deadline of February 11, 2026. The specific deliverable is a single frequency converter unit meeting the stated electrical specifications, though the complete technical specifications and detailed project requirements are accessible only through the BONFIRE registration system's in-browser BidTable, which bidders must access by initiating the "Prepare Your Submission" process. All bids must include FOB Destination shipping terms with freight costs incorporated into the overall price, and delivery timelines are deemed essential to the order, with seller failure to meet specified delivery schedules constituting grounds for rejection and default termination. Invoices must be submitted in triplicate to APInvoices@dart.org with complete documentation including the purchase order number, item number, description, quantities, unit prices, and extended totals. Payment will be made on a Net 30 basis from the later of invoice receipt or order receipt date, and DART retains the right to make written changes to the order with equitable adjustments made to pricing or delivery schedules if such changes impact seller costs or performance timelines.

The procurement opportunity does not contain information regarding set-aside designations, disadvantaged enterprise restrictions, or specific incumbent vendor details within the available documentation. Bidders should be aware that all pricing must include applicable federal, state, and local taxes and duties, though DART's tax-exempt status exempts state and local sales and use taxes from vendor responsibilities. Vendors must comply with additional requirements including equal opportunity employment commitments, certifications regarding non-association with terrorist organizations, non-boycott of Israel certifications, and prohibitions on contract assignment without written consent from the Contracting Officer. The contract is governed by Texas law with venue in Dallas County, and bidders are subject to DART's standard Purchase Order Terms and Conditions, which establish merchantable quality warranties and require compliance with all stated specifications. No specific budget range or award value is disclosed in the posted documentation; interested vendors should consult the complete supporting documentation and BidTable details available through the BONFIRE registration system for additional information regarding evaluation criteria and potential contract values.
