About this opportunity
San Bernardino County Purchasing Department is requesting information on commercially available enterprise budgeting system software and implementation services under RFI No. CAO127-CAO4-6490, with responses due September 11, 2026. This is a market-research RFI that does not commit the County to issuing an RFP or establishing a contract.
The scope covers enterprise budgeting platforms capable of supporting annual budget development and financial planning across 50+ departments, 300+ users, and 25,000+ budgeted positions. The system must integrate with SAP S/4HANA and Oracle Fusion Human Capital Management. Vendors must address system architecture and scalability, user interface and accessibility, budget formulation and planning processes, multi-year forecasting and what-if analysis, personnel cost budgeting, workflow and collaboration features, reporting and analytics, capital budgeting, data management and interoperability, artificial intelligence functionality, performance measures, administration and configuration, and security and business continuity.
Vendors must also detail implementation methodologies, training and support services, and pricing structures. The County requests approximate budgetary information including one-time implementation costs, annual ongoing costs, and clarification of pricing models based on metrics such as named users, concurrent users, modules, or organizational size.
All submissions must be made through the County's Electronic Procurement Network (ePro) after vendor registration. Questions are due September 4, 2026 at 5:00 PM PST. Demonstration opportunities are scheduled for September 21–25, 2026. All information submitted becomes County property subject to the California Public Records Act; vendors may identify specific portions as confidential with appropriate legal citations supporting exemption from disclosure.
