About this opportunity

The City of Norwalk, California, is requesting bids on citywide tree maintenance services under IFB No. 26-859, with bids due May 28, 2026 (electronically through PlanetBids by 11:00 a.m.). The contractor must hold a valid California C-49 Tree and Palm Contractor license at bid submission—a mandatory eligibility gate. An optional pre-bid meeting is scheduled for April 21, 2026, at 8:30 a.m., and questions are due April 24, 2026, by 12:00 p.m.

The scope covers comprehensive tree maintenance across approximately 16,000 trees within the City's nearly 10 square mile boundary, including cycle and ad hoc pruning, removals, stump grinding, planting, and emergency response services. The contractor must supply all labor, tools, equipment, materials, and supplies. Work is performed Monday through Friday between 7:00 a.m. to 4:00 p.m. in residential areas and 8:30 a.m. to 3:30 p.m. on arterial and secondary streets; no work on weekends or City holidays. All tree inventory data, reports, and deliverables generated under the contract become City property.

The initial contract term is six years with two optional three-year extensions. The contractor must demonstrate at least five years of continuous experience in these services and employ only ISA Certified Tree Workers for trimming operations. Prevailing wage requirements and Department of Industrial Relations compliance apply.

At bid submission, the contractor must provide a bid bond or certified check of no less than 10% of the total bid amount. Upon award, the successful contractor must post faithful performance and payment bonds equal to the contract price and maintain comprehensive insurance: general liability ($5 million per occurrence), automobile liability ($2 million combined single limit), workers' compensation, and professional liability ($1 million per claim). City Council approval is anticipated for June 16, 2026, with a contract start date of July 1, 2026.
