About this opportunity

The City of Creve Coeur, Missouri is requesting sealed bids for the New Ballas Sidewalk Project – Phase 3, a roadway and sidewalk improvement project, with bids due November 19, 2026 and a pre-bid conference on November 5. All contractors must be on MoDOT's Qualified Contractor List per Missouri Standard Specifications for Highway Construction, with questionnaires on file at least seven days prior to bid opening — a hard eligibility requirement.

The scope includes retaining wall reconstruction, new sidewalk construction, and sidewalk and curb ramp improvements on New Ballas Road from Rocky Drive to De Smet Jesuit High School, along with other related work. Plans and specifications are available from Drexel Technologies (60 Progress Parkway, Maryland Heights, MO 63043; 314-872-0900; www.drexeltech.com) for a non-refundable fee beginning October 8, 2026.

The DBE goal for this project is zero percent with no second-tier subcontracting allowed. All labor shall be paid prevailing wage rates as established by the Department of Labor and Industrial Relations, or state wage rate, whichever is higher. Contractors and subcontractors must provide a 10-Hour OSHA construction safety program or approved equivalent to on-site employees within 60 days of beginning work.

A bid bond or certified/cashier's check equal to 5% of the bid amount must accompany each proposal. Sealed bids are submitted in paper form to Kevin Mulligan, Civil Engineer, at the Creve Coeur Government Center (300 North New Ballas Road, Creve Coeur, MO 63141) by 10:00 a.m. on November 19, after which bids will be publicly opened and read. Questions and requests for information are due by 2:00 p.m. on November 10. The contract will be awarded to the lowest, responsive, responsible bidder subject to MoDOT concurrence and City Council confirmation. Bids may not be withdrawn for 60 days after submission except for demonstrated clerical or typographical mistakes.
