About this opportunity

The North Carolina Department of Public Safety, on behalf of the North Carolina Army National Guard, is requesting bids on establishing an agency-specific contract to create and enhance firebreaks at Camp Butner Training Center in Granville and Durham Counties under IFB #19-IFB-2322079663-HDE, with bids due August 14, 2026 at 2:00 PM ET.

The scope encompasses construction of approximately 9 miles of new firebreaks and maintenance of approximately 3 miles of existing firebreaks, each 50 feet wide, covering approximately 54.7 acres across pine and hardwood forest, vegetative brush, and preexisting trails. Work includes site preparation and clearing, debris handling and disposal, grading and surface preparation, environmental compliance and best management practices, and quality assurance. The vendor must obtain required permits from NCDEQ, USACE, and NC Forest Service and implement comprehensive erosion control, safety, fire prevention, and equipment spill response plans before commencing work. All work must comply with state and federal environmental regulations and wetlands protections.

The initial contract term is one year from the effective date, with the State holding the option to renew for up to two additional one-year terms upon 30 days' written notice. Pricing must be submitted on a per-mile basis for both new and existing firebreaks for the initial year and each renewal year, with all costs inclusive of equipment, supplies, materials, transportation, and labor.

Vendors must be registered in good standing with the North Carolina eVP system and the Secretary of State prior to contract award. Key personnel cannot be substituted without prior written State approval. Contract administration will be managed by Camp Butner staff, who will provide final firebreak locations, staking guidance, and progressive inspection and approval of completed segments. Written bid questions are due August 5, 2026, with responses provided by August 7, 2026. Normal working hours are 7:00 AM to 5:00 PM, excluding scheduled training, adverse weather, and federal holidays, with 45 days' advance notice provided for training activities.
