About this opportunity

The North Carolina Department of Public Safety, using agency North Carolina Army National Guard, is requesting bids for construction of approximately 9 miles of firebreaks at Camp Butner Training Center in Granville and Durham Counties, with bids due August 14, 2026 at 2:00 p.m. ET.

The scope requires construction of 47,520 linear feet of firebreaks, each 50 feet wide, treating approximately 54.7 acres total and traversing pine and hardwood forest, vegetative brush, and preexisting trails. The firebreaks must create defensible, low-fuel corridors designed for maintenance using standard wheeled tractors with mowing decks or bush hogs and interrupt wildfire spread. The vendor is responsible for all equipment, supplies, materials, transportation, and labor. The vendor must obtain all required environmental permits and comply with North Carolina forestry best management practices.

Before work begins, the vendor must submit an erosion control plan, safety plan, emergency contact list, fire prevention plan, and equipment spill response plan. The vendor must be registered with the North Carolina Secretary of State and provide certifications of financial condition and compliance with federal lobbying restrictions.

The contract carries an initial one-year term from the effective date, with the State retaining the option to renew for up to two additional one-year terms at its sole discretion, with written notice required 30 days before the end of each term. Bidders must complete the pricing form with unit prices per mile for new firebreaks and existing firebreaks for the initial year plus renewal years two and three.

The State will award to the lowest responsive bidder meeting specifications and reserves the right to award to multiple vendors, reject all bids, or cancel the solicitation. Invoices will not be paid until services have been inspected and accepted by Camp Butner staff. Written questions are due August 5, 2026. A bidders conference will be conducted via Microsoft Teams on the bid opening date.
