About this opportunity
The City of Calhoun, Georgia Utilities Department is requesting sealed bids for construction of a new two million-gallon prestressed concrete ground storage tank at Fire Tower Road (Brogdon), Project No. 358, with bids due June 18, 2026 at 2:00 p.m. Bidders must be specialty tank contractors with a minimum ten years of experience in wire-wound circular prestressed composite tanks and at least five completed dome-covered prestressed composite tanks in service — a restrictive qualification that filters the eligible vendor pool.
The scope includes the 90-foot-inside-diameter tank with 42-foot-1-inch sidewall depth, deep aggregate pier foundations with a 6-inch concrete floor slab and two layers of geogrid, mixing system, yard piping, fencing, grading, soil stabilization, driveway reconstruction, and erosion control measures. Tank construction companies must submit detailed prequalification submittals including construction drawings, design calculations, and schedules no later than 15 days prior to bid opening (by June 3, 2026). Acceptable manufacturers are CROM Corporation, PreCon Corporation, or engineer-approved equivalents. The contractor must furnish and guarantee all tank accessories for five years, including stainless steel manways, aluminum ladders with stainless steel fasteners, and roof components, and must provide a one-year structural guarantee covering materials and workmanship.
Project completion is 240 consecutive calendar days. The successful contractor must obtain a valid Georgia utility contractor license and employ a certified Utility Manager. Bid bonds or certified cashier's checks equal to 10 percent of the base bid are required; surety companies must hold an "A" minimum rating with financial strength at least five times the contract price. Performance and payment bonds, each equal to 100 percent of contract price, are required upon award. The contractor must comply with Georgia's Security and Immigration Compliance Act and register with E-Verify.
Bidding documents are available from the City of Calhoun Purchasing Department (Andrea L. Everett, 706-602-5682) for a non-refundable $125 per set. Project Engineer Kurt T. McCord (706-602-6082) should be contacted no later than 48 hours before bid time. Addendum No. 1 was issued June 4, 2026. The project is funded through local City of Calhoun funds with no federal funding requirements.
