About this opportunity
SUNY Upstate Medical University is seeking to procure a Neuro5 Zeiss Pentero Classic refurbished microscope and associated accessories through a discretionary procurement authorized under NYS Education Law 355(5)(a). The procurement will be conducted without a formal competitive process, with interested vendors required to contact the Hospital Purchasing Department within 15 business days of the August 14, 2025 posting. The specific procurement is for a specialized medical microscope located in Onondaga County, with the proposal submission deadline set for September 5, 2025 at 9:00 AM Eastern Standard Time. Vendors must strictly adhere to NYS Finance Law 139 j&k (Lobbying Law) and are warned that unauthorized contact with SUNY Upstate personnel could result in contract disqualification or potential debarment from New York State agency sales. Successful contractors will be required to submit current NYS Workman's Compensation and Disability Forms, complete vendor responsibility documentation, and comply with New York State Tax Law Section 5-a.
The contract opportunity does not include any set-aside designations for service-disabled veteran-owned, minority-owned, women-owned, or disadvantaged businesses, with all associated sub-contracting goals set at 0%. The procurement is structured as a single procurement event, meaning it is a one-time purchase rather than a recurring contract. No specific budget range or award value was explicitly detailed in the contract notice. Vendors must be prepared to provide a comprehensive solution that includes the refurbished Neuro5 Zeiss Pentero Classic microscope and its accessories, demonstrating technical capability and compliance with state procurement regulations. The procurement is limited to businesses able to meet SUNY Upstate Medical University's specific medical equipment requirements and able to navigate the complex state procurement documentation and legal compliance requirements.
