About this opportunity

The City of Beaumont is soliciting bids for NESHAP demolition and debris removal of a structurally unsound commercial building at 1210 Houston Street, Beaumont, Texas, with bids due September 16, 2026 at 10:00 a.m. (CT). The awardee must hold a state-issued asbestos hauling license; all work affecting asbestos-containing building materials is subject to EPA NESHAP and OSHA Asbestos standards, with a pre-project survey already completed and all material to be treated as asbestos-containing.

The scope covers complete demolition and debris removal of a single-story, 2,310-square-foot vacant structure on a concrete slab, including the foundation, driveway, parking lot, concrete steps, and front and left side fence. The contractor is responsible for proper disposal at a licensed landfill and must provide dump receipts before final payment; the City will not waive landfill fees. Maximum allowable completion is five working days (7:00 a.m. to 5:00 p.m., Monday through Friday). The contractor must notify the Texas Department of State Health Services prior to commencing work and provide start and finish dates.

Bids are submitted on a firm, lump-sum basis with no phase payments. The City reserves the right to award to the lowest responsible bidder or the bidder offering the best value, considering reputation, quality of work, past performance, and prevailing wage compliance for Jefferson County. Liquidated damages of $100 per day apply for failure to meet the completion deadline. Funding comes from the City of Beaumont's approved current fiscal-year budget.

Required submittals include company experience and capability documentation, five references from projects within the past 18 months, proof of asbestos hauling licenses, a detailed work plan addressing safety, schedule, dust control, noise management and security, and HB89 and conflict of interest certifications. General liability, workers' compensation, and commercial auto insurance with the City named as additional insured must be provided within five working days of award. Questions are due September 9, 2026 at 2:00 p.m. (CT). No pre-bid meeting is scheduled.
