About this opportunity

The Missouri Department of Transportation (MoDOT) is seeking qualified bids for the Neosho Maintenance Site Project in Newton County, with a solicitation period from January 28, 2021, to February 23, 2021, at 2:00 PM CST. The procurement involves constructing three primary structures: a maintenance building measuring 162'-6" wide x 55'-0" deep x 18'-5" eave height with 2 x 8 wood exterior walls on a concrete foundation; a pole barn measuring 120' wide x 50' deep with 16'-4" eave height; and an optional alternate Quonset hut salt structure approximately 60'-0" wide x 100'-0" deep x 27'-7 1/8" eave height. Contractors are required to conduct a mandatory site visit by February 4, 2021, and submit any written questions by the same date. The project has a targeted completion date of November 30, 2021, with liquidated damages of $1,000 per day assessed for late completion. Evaluation criteria will focus on the lowest responsive and responsible bid, with pricing determined through a total cost evaluation using provided bid prices and quantities.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific participation goals of 10% and 5% respectively. The contract requires a 5% bid bond or other acceptable guarantee, with the successful bidder mandated to provide a 100% performance and payment bond. Service-Disabled Veteran-Owned Business (SDVE) participation is also desired. The project is subject to prevailing wage requirements for Newton County per Annual Wage Order #27 and will require compliance with OSHA safety standards and COVID-19 protocols. While no specific budget range is explicitly stated, the comprehensive nature of the project involving multiple building constructions suggests a significant investment. Bidders must register on the MissouriBUYS Statewide eProcurement System and have the option to submit bids electronically or via hard copy, with prior notification required for hard copy submissions.
