About this opportunity
The Texas Department of Transportation (TxDOT) is requesting offers for NEMA Traffic Signal Cabinet Assembly units (15 units of Size 6, 16-position, base mount, Item Number 70006-3044E) for delivery to the Seguin Regional Distribution Center, with offers due September 1, 2026 at 3:00 PM Central Time.
All equipment must comply with detailed TxDOT specifications for fully actuated, solid-state traffic signal controller assemblies, including 16-phase architecture, internal time-based coordination, railroad and fire preemption, diamond-intersection operation, and NEMA Standard TS 2-1998 compliance. Materials must be pre-qualified and listed on TxDOT's Material Producer List before acceptance. Suppliers must demonstrate capacity to provide warranty repairs within 18 calendar days of receipt and submit one pre-qualification sample for 48-hour burn-in testing at 60°C (or 96-hour at 23°C) at no cost to the Department, with potential shop testing under load for at least 120 hours. Equipment must carry no less than 95 percent of the manufacturer's standard warranty remaining at invoice, with a minimum five-year parts-and-labor warranty from acceptance date, including software and firmware updates. Retest costs of $1,500 per test are charged to the supplier if initial testing fails.
Delivery is F.O.B. destination, Seguin Regional Distribution Center, 2024 Highway 46 North, Seguin, Texas 78155-2206, Monday through Thursday, 8:00 AM to 5:00 PM, with all freight prepaid and included in unit prices. All pricing must be firm and fixed.
Evaluation uses weighted scoring: specification compliance (50 points), lead time (10 points), and pricing (40 points). Only complete responses meeting all pass/fail criteria are evaluated. TxDOT reserves the right to conduct discussions and request best and final offers. The tentative award date is September 15, 2026. Questions are due August 21, 2026, with TxDOT responses posted by August 25. Respondents must submit all required documents via Euna Procurement at https://txdot.bonfirehq.com/, including bid table, execution of offer, Texas Family Code Schedule, addenda acknowledgement, vendor qualifications, assumptions schedule, and exceptions schedule. Contact: Bobbie Caldwell, CTCD, bobbie.caldwell@txdot.gov or 409-898-5844.
