About this opportunity
The Missouri Department of Transportation (MoDOT) has issued an Invitation for Bid (IFB) for the NE District Hannibal Salt Dome Roof Restoration Project, seeking a qualified roofing contractor to fully restore the roof of a salt dome structure located in Hannibal, Missouri. The project requires comprehensive roof replacement, including removing existing three-tab shingles, felt underlayment, approximately 20 roof vents, and flashing, and replacing them with 30-year or greater manufactured warranted composite architectural shingles, synthetic underlayment, galvanized flashing, and 750 metal roof vents. The salt dome structure, approximately 90 feet in diameter with a 6-foot concrete wall and 50-foot overall height, is divided into 20 sections. Bidders must also be prepared to remove and replace up to five sheets of 7/16" CDX sheathing, with additional sheets priced separately if needed. The bid submission deadline is November 1, 2022, at 2:00 PM CDT, with a project completion date of May 24, 2023. Site visits can be scheduled by contacting the MoDOT inspector, and contractors are expected to provide a detailed bid that includes all necessary permits and licenses.
MoDOT strongly encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation, with specific goals of 10% MBE and 5% WBE involvement through subcontractors, suppliers, or joint ventures. Bidders must provide a bid bond or equivalent for 5% of the bid amount and, upon contract award, a 100% performance and payment bond. The project is subject to prevailing wage requirements under Annual Wage Order #29 for Marion County and requires contractors to carry specific insurance coverage, including $500,000/$4,000,000 in general and automobile liability. While no specific budget range is explicitly stated, the contract will be awarded to the lowest responsive and responsible bidder, with liquidated damages of $500 per day assessed for late completion. Contractors must demonstrate quality management oversight, as MoDOT will not provide daily inspection, and must comply with the state's employment verification and anti-discrimination regulations. The project also includes a one-year warranty requirement for all materials and labor.
