About this opportunity

The Missouri Department of Transportation (MoDOT) is seeking qualified bidders for the NE District Hannibal Bulk Paint Fabric Tarp/End Wall Fabric Replacement Project located in Hannibal, Missouri. The procurement involves removing and replacing the main tarp and two end-walls of a fabric structure approximately 76'x80' utilizing a Keder System. The awarded contractor will be responsible for measuring the structure to determine appropriate tarp sizing, and must provide and install all necessary webbing, anchoring ratchets, and miscellaneous items to create a complete and functional system. The project requires the contractor to exclude replacement of gather doors and complete the work by April 19, 2023, with 15 days allocated for submittals. Bid submissions are due by December 20, 2022, at 2:00 PM CST, with bids accepted electronically, via mail, UPS, or FedEx. Potential contractors may schedule site visits by contacting the MoDOT representative, and the contract will be awarded to the lowest responsive and responsible bidder based on a lump sum pricing evaluation.

The project encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation, with goals of 10% MBE and 5% WBE involvement, though these are not mandatory requirements. The contract is subject to prevailing wage requirements under Missouri law, specifically following Annual Wage Order #29 for Ralls County. Bidders must submit a bid bond or equivalent for 5% of the bid amount, and the winning contractor must provide a performance and payment bond for 100% of the contract price. Liquidated damages of $200 per day will be assessed for late completion. The contractor must maintain specified insurance coverage, including general liability of $4,000,000, automobile liability of $4,000,000, and workers' compensation coverage. While no specific budget range is explicitly stated, the project involves a comprehensive fabric structure replacement that will require significant technical expertise in industrial fabric installation and structural modifications.
