About this opportunity

The Department of the Navy through Naval Facilities Engineering Command is seeking commercial vendors for industrialized construction of approximately 655,957 square feet of modernized barracks across ten buildings at Marine Corps Base Camp Pendleton, California under Other Transaction Authority (10 U.S.C. 2808a), with white paper submissions due October 1, 2026 at 1400 EST.

The scope comprises four Bachelor Enlisted Quarters buildings with 401 rooms each (253,382 square feet), three with 261 rooms each (174,470 square feet), and three with 361 rooms each (228,105 square feet), all requiring demolition of existing structures and construction using advanced manufacturing and industrialized construction methodologies including volumetric modular, hybrid, and kit-of-parts approaches. Design and approval must be achievable within 9–12 months. All awardees must comply with the Buy American Act, Davis-Bacon Act, Miller Act, and Cybersecurity Maturity Model Certification, and must possess or obtain a CAGE code and registration in SAM.gov.

Vendors must demonstrate relevant experience with at least three completed industrialized construction projects of $150 million or greater each within the preceding ten years. Preference is given to vendors with concurrent management of multiple large-scale projects totaling over $300 million and experience in barracks, hotel, or dormitory construction. Vendors must present a comprehensive technical approach demonstrating cost reductions of 20 percent or greater and schedule acceleration of 30 percent or greater compared to traditional commercial construction methods, with demonstrated capability to manage large-scale industrialized construction operations in the Southwestern United States and execute multiple concurrent projects.

The procurement follows a two-phase evaluation process: Phase 1 focuses on white paper submissions and short-listing; Phase 2 involves detailed proposal evaluation and negotiation. White papers are limited to ten pages (or five double-sided) in 12-point font, excluding title page and executive summary. Successful vendors will receive binding agreements under Other Transaction Authority and may be eligible for follow-on production contracts available to other Department of War organizations without additional competition.

Inquiries: Jermaine Hector (jermaine.n.hector.civ@us.navy.mil) or Allison Silver (allison.b.silver.civ@us.navy.mil).
