About this opportunity

The Pennsylvania Department of Military and Veterans Affairs (DMVA) is soliciting bids for laundry management, laundry services, and linen pickup and delivery at the Northeast Counterdrug Training Center (NCTC) at Fort Indiantown Gap in Annville, Pennsylvania, with proposals due November 4, 2026 at 10:00 a.m. The October 15 change flyer removed the Small Business Reserve requirement, so bidding is no longer restricted by small business status. The October 27 flyer, the third amendment, extended the closing date from October 28 and superseded the earlier October 21 opening. Respondents must attach each change flyer to their response, and the contractor signature page must be included, or the bid may be disqualified.

Services cover laundry management and pickup and delivery of DMVA-furnished linens, including comforters, sheets, pillowcases, blankets, and dormitory linens, at five designated dormitory locations. Service runs Monday through Friday from 0800 to 1600 hours, with pickups and deliveries on Tuesdays and Fridays between 0900 and 1500 hours. Bidders must demonstrate a minimum of five years of experience in personal laundry services. Subcontracting is prohibited. The contractor must furnish all machines, detergents, chemicals, vehicles, and pickup and delivery control systems, and must keep a full-time on-site supervisor during business hours and a designated Contract Manager with full authority over daily operations. Personnel require background checks at the contractor's expense, with FBI checks for non-Pennsylvania residents of less than two consecutive years, and National Crime Information Center clearance for Fort Indiantown Gap access.

The award goes to the lowest responsive quote meeting qualification requirements. The intended term is one year with four one-year renewal options. Performance is contingent upon the availability of federal funding, and DMVA reserves the right to modify scope, change quantities, and remove unsatisfactory personnel. Pamela Fessler, Procurement Specialist II, is the DMVA contracting officer, reachable at 717-861-8518 or pfessler@pa.gov.
