About this opportunity
Pennsylvania Department of Military and Veterans Affairs is soliciting quotes under Solicitation 6100066765 for laundry management, laundry services, and pickup and delivery at the Northeast Counterdrug Training Center (NCTC) on Fort Indiantown Gap in Annville, Pennsylvania, with responses due November 4, 2026 at 10:00 a.m. The most recent change flyer extended the deadline from October 28, 2026, and a separate change flyer removed the Small Business Reserve requirement, so the bid carries no set-aside. Each change flyer must be attached to the response, or the bidder risks disqualification.
The awardee launders, folds, sorts, and delivers DMVA-furnished linens, including sheets, pillowcases, blankets, and comforters, for NCTC dormitories and facilities. The contractor furnishes all supplies, equipment, and offsite laundry facilities. Services run Monday through Friday from 0800 to 1600, with pickup and delivery every Tuesday and Friday between 0900 and 1500. Bidders must demonstrate at least five years of personal laundry service experience at bid submission, with appropriate certification or documentation. Subcontracting is prohibited. The contractor is liable for damage to DMVA property or personnel resulting from its fault or negligence and must maintain quality control plans, employee rosters, and pickup and delivery control documentation.
All contractor employees require background checks at contractor expense before service begins and annually thereafter, with FBI checks for non-Pennsylvania residents. Because Fort Indiantown Gap is a Department of Defense installation, the contract includes National Crime Information Center checks and compliance with Army Directive 05-2014.
Award goes to the lowest responsive quote. The contract has an initial one-year term with four one-year renewal options and is contingent upon the availability of federal funding. Pamela Fessler, Procurement Specialist II, serves as Contracting Officer, and MAJ Louis Fabrizi serves as Contracting Officer's Representative.
