About this opportunity

The Maryland Department of Transportation State Highway Administration (MDOT SHA) is requesting bids for NCCCO crane operator training and certification for three SHA employees, with bids due March 17, 2026. Training must be delivered by a National Commission Certification of Crane Operators (NCCCO) nationally accredited company — a sole-source capability requirement that filters all bidders.

The scope covers classroom and practical instruction enabling employees to obtain crane operator certification for fixed-cab, telescopic-boom, medium-sized mobile cranes. Training must comply with OSHA regulations under 29 CFR 1926.1400 and 1910.180 and Maryland Occupational Safety and Health (MOSH) regulations under Code of Maryland Regulation 09.12.26.00. The bid includes two line items: certified mobile crane safety instruction for three operators and certified mobile crane safety exam retakes if needed for three operators. All training materials, written and practical tests, certification wallet cards, certificates, and trainer and proctor travel expenses must be included in quoted unit prices.

Bids must be priced as unit costs for each line item with no zero-dollar entries; non-responsive bids will be rejected. Maryland Sales and Use Taxes and Federal Excise Taxes are excluded from pricing. If all bids exceed $50,000, SHA will cancel the solicitation. Contractors must provide name, phone, email, federal tax identification number, and signature with bid submission.
